This programme is designed to build the capacity of traditional and elected leaders and to promote morals and good governance in traditional communities. This is in line with current trends not in South Africa but other African countries. It stems from the realization that traditional leaders play a key role in the governance of a country and therefore building their capacity has become crucial if they must be effective and efficient. Firstly, the programme aim to ground traditional leaders and elected councilors in contemporary leadership theories and introduces them to principles of good governance within a prescribed legal framework, in order to deepen their understanding of inter structural relations within defined spheres. Secondly it seeks to impart general management, strategic planning and performance management technique and skills, and thus expose traditional leaders to current development approaches which deal with community development challenges.
